Growth plan extended to 2026
Morayfield’s largest growth area will remain under temporary planning controls for another year after the State Government approved an extension of the Morayfield South Temporary Local Planning Instrument (TLPI).

The TLPI, effective from September 17, 2025, will now remain in place until September 17, 2026, providing clarity for residents and developers about land use and future infrastructure while longer-term planning continues.
Mayor Peter Flannery described the Morayfield South Emerging Community Area as a vital part of Moreton Bay’s development. He said the area, the region’s second largest growth front, is expected to provide 9,800 new homes for 26,000 people. “The remaking of this TLPI gives the community clarity over intended land uses and locations of future infrastructure,” Cr Flannery said.
Division 12 Councillor Tony Latter added that the TLPI ensures the structure plan remains in place so residents and developers can continue operating under existing planning provisions until the related planning scheme amendment is finalised. Council is nearing completion of Major Planning Scheme Amendment No. 4, covering the Morayfield South Emerging Community Area and Designated Bushfire Prone Areas, which will soon be released for community consultation.
The updated TLPI is largely the same as the 2023 version, with one new requirement from the State Government: to specifically identify and protect four future State school sites in the Interim Structure Plan.
The Morayfield South Emerging Community Area spans around 900 hectares of rural residential land at the southern end of Morayfield. Identified as a growth area since 2016, it could eventually accommodate nearly 10,000 dwellings and 26,000 residents. Major infrastructure upgrades—including schools, roads, parks, community facilities, and shops—will be required to support this growth.
The Interim Structure Plan is designed to ensure coordinated development rather than piecemeal growth, including land for schools and a future district sports park between Oakey Flat Road and Trail Road, with Bridges Road to the south. The State Government will oversee the planning and delivery of the four new school sites.
Council emphasises that the TLPI is a short-term measure while permanent planning controls are finalised. Public consultation on the major scheme amendment is expected soon, allowing the community to provide feedback on the future growth of Morayfield South.
